Field trips of Project on Technical Services for Developing Communication Plan and Designing Communication Materials on healthcare waste management and health environmental protection (Package CPMU/C1/C/25)

Healthcare waste has been a concern of the entire society in general and of the medicine, environment fields in particular. Healthcare waste poses risk of infectious pathogens or hazards to patients, medical staff and the community unless proper managed in accordance to the respective types of waste.

Currently, there are 13.674 medical facilities nationwide, including 1.253 hospitals; 1.037 facilities of preventive medicine practice; 100 training facilities; 180 drug manufacturers; and 11.104 commune clinics. Within the hospital group, there are 450 tons of solid waste generating each day, including 47 tons of hazardous solid healthcare waste. Total amount of medical liquid waste from the hospitals is approximately 125.000 m3/24 hours.

In order to mitigate environmental impact and health impact by healthcare waste, protecting the health of medical staff, patients, and the community, the Prime Minister promulgated Decision number 2038/QĐ-TTg approving the Master Plan on healthcare waste management for 2011-2015, with vision for 2020. In order to meet the objectives set by this Decision, Health Environment Management Agency VIHEMA, Ministry of Health implements the Hospital Waste Management Support Project to help all medical facilities to improve the healthcare waste management capacity, meeting the environment protection standards.

The Hospital Waste Management Support Project (HWMSP) implemented by the Ministry of Health with sponsorship from the World Bank (WB) supports the conception of public health policies and protection of medical environment. The project aims to improve the management of healthcare waste, mitigating pollution, environment degradation, and epidemical risk to public health. In order to accomplish this objective, it is necessary to improve the managerial and executive capacity of medical facilities, appropriate authorities in advising policies, law, and regulations that aims at effective healthcare waste management.

The project consists of 03 main components with total approximate budget of 155 million USD. Within this fund, 150 million USD is concessional loan, while the rest comes from Vietnamese government’s reciprocal fund.
With aforementioned objective, the Project will invest and support the waste management systems of benefited hospitals, as well as improve their operational capacity and budget, creating policies with 03 following objectives:
- Improve policies relating to healthcare waste management in Vietnam;
- Support the procurement, installation of liquid and solid waste management system for 200 – 250 hospitals in Vietnam (at least 150 hospitals), priority order starts with hospitals in dire need of waste management of all levels: national, provincial, district; major hospitals in poor Northern mountain region, Mekong Delta, Central Highland, and other regions;
- Improve managerial, executive, observation, inspection capacity of solid and liquid healthcare waste.

In order to meet the objectives of this component 1, the HWMSP works with the Ecology and Environment Institute and CREATIO Communications to accomplish the mission “Developing a communication plan and designing communication material on healthcare waste management and health environmental protection” in order to (i) Develop a communication plan on healthcare waste management for up to 2020 and (ii) design communication materials on healthcare waste management and environment protection.

From May to August, 2016, The Association between EEI and Communication Company CREATIO carried out the surveys at healthcare facilities at provinces including: Hanoi, Nam Dinh, Quang Ninh, Dien Bien, Quang Binh, Da Nang, Lam Dong, Dak Lak and Nha Trang. The overall objective of the field trip is to collect information, assess the state of communications work, understand the level of knowledge, attitude and behaviors of stakeholder groups in order to provide sufficient information for the development of master communications plan, supporting healthcare waste management until 2020; Based on survey on communication demand, appropriate communication methods and channels for each group of audience, design a communication document package1 in order to support the activities within the plan (11 posters, 01 folder, 02 leaflet, 02 short documentaries).
