SUPPORTING THE MINISTRY OF PLANNING AND INVESTMENT IN STUDYING AND IDENTIFYING RELEVANT POLICIES TO ENSURE IMPLEMENTATION OF VIET NAM GOVERNMENT’S COMMITMENTS AT COP 22

At the 22nd Conference of the Parties to the UNFCCC (COP22) organized in Marrakech, Morocco, the "Marrakech Action Proclamation for our climate and sustainable development" (UNFCCC, 2016) has been ratified by 200 countries including Viet Nam. This Call for Action has confirmed:

  • We welcome the Paris Agreement, and we affirm our commitment to its full implementation.
  • Our task now is to rapidly build on that momentum, together, moving forward purposefully to reduce greenhouse gas (GHG) emissions and to foster adaptation efforts, thereby benefiting and supporting the 2030 Agenda for Sustainable Development and its Sustainable Development Goals.

The most important part of the Paris Agreement is the Nationally Determined Contributions (NDC). This is the commitment of efforts to reduce GHGs, climate change adaptation built in accordance with national capacity, to contribute to the goal of limiting the global average temperature increase below 2 degrees Celsius.

As one of the countries heavily affected by climate change , Viet Nam Government have promulgated several policies towards climate change response, low carbon economy development, green growth and sustainable development, including the National Target Program to Respond to Climate Change (2008), National Strategy on climate change (2011), National Action Plan to Respond to climate change (2012), National Strategy on Green Growth (2012), Viet Nam Sustainable Development Strategy for 2011-2020 (2012) and National Action Plan on Green Growth (2014).

In November 2015, when attending the COP21 in Paris, the Prime Minister pledged to implement NDC of Vietnam, including both a component on GHG emission reduction and one on adaptation to climate change. Then in October 2016, Viet Nam concretized through the Implementation Plan of the Paris Agreement on climate change in the Decision No. 2053/QĐ-TTg of the Prime Minister and announced at COP22. In this study, the implementation of Viet Nam's Commitments at COP22 is to fulfill the goals of Viet Nam's NDC.

Although Viet Nam has been developing and implementing many policies related to sustainable development, environmental protection, climate change and green growth, the implementation of Decision 2053/QĐ-TTgset out major challenges in terms of institutions, policies and mobilization of financial and technological resource, etc. It is necessary to study and identify relevant policies, gaps, overlaps to update and plan with solutions ensuring the fulfillment of the Viet Nam Government's commitments with COP22.

Ministry of Planning and Investment (MPI) is the lead agency for mobilizing and managing resources, shaping development policies, attracting and managing investment, supporting enterprise development. According to Decision No. 2053/QĐ-TTg dated 28/10/2016 of the Prime Ministry on issuing the Implementation Plan of the Paris Agreement, the MPI is responsible for leading and coordinating to perform many tasks. The service package "Supporting MPI in studying and identifying relevant policies to ensure implementation of Viet Nam Government's commitments at COP22" was designed to implement effectively the National Strategy on Climate Change and Green Growth and Viet Nam Government's international commitments at COP22.

In order to fulfill the role and assigned tasks in the Implementation Plan of the Paris Agreement and NDC of Viet Nam, the MPI has proposed:

To save resources and inherit national efforts, avoid overloading policy formulation at provincial and sectoral levels, ensuring focus on continuing mitigation efforts that have been implemented, MPI has proposed recommendations to the Government to use the National Strategy and Action Plan on Green Growth as the main tools to implement the mitigation objective of the Paris Agreement (Article 4, Section 19), as the main content in the Implementation Plan of the Paris Agreement in Viet Nam as well as NDC .

In addition, supporting and promoting the implementation of the 2030 Agenda on Sustainable Development are the important contents of the Government's commitment at COP22.

Objectives:
These are the basis for proposing the contents of the research topic of this consultant service package to implement the following two objectives:

  • The long term goal of the study is to ensure the implementation of the national strategies on climate change and green growth and to implement thecommitments of Viet Nam Government at COP22.
  • The specific goal is to support MPI in preparing and promulgating relevant policies to implement thecommitments of Viet Nam Government at COP22.
